FINANCE DEPARTMENT

 

 

Mission Statement

 

It is this departments mission to administer and provide fiscally responsible control and guidance for all financial matters of the City while complying with all applicable City, State, and Federal mandates.  The Finance Division is responsible for the accounting of all assets of the City. Accountability of the assets is performed through the following functions:  accounts payable, accounts receivable, payroll, budgeting, and fixed asset records program. Development of the annual financial reports and the City's annual budget is also a primary responsibility of this Division.  All investments are administered by this department as well as the financing and debt instruments issued by the City.

MUNICIPAL UTILITY USAGE FOR CALENDAR YEAR 2012

SALES TAX AND ITS PURPOSE

 

 A sales tax is levied on all taxable goods and services sold within the city as defined by state law.  The tax is remitted to the State comptroller of Public Accounts and the comptroller distributes a portion back to the city each month.  The sales tax rate in Dickinson is 8.25%. [State 6.25%; City 1%;  Economic Development Tax (4B) .25% ; Dickinson Management District .5% ; Street Maintenance Tax .25%]

 

 Another tax levied by the state comptroller is the mixed beverage tax.  This tax is charged on all mixed drinks and package liquor sold in the city.  For questions regarding Sales Tax and Rates, please contact the Texas State Comptrollers Office at (800)531-5441, or visit their website at www.window.state.tx.us

 

DEBT SERVICE

 

The Debt Service Fund is used to account for the accumulation of resources for, and the payment of , general long term debt principal and interest.  Debt instruments, such as, certificates of obligation and general obligation bonds are issued to finance construction and major improvements to the city's infrastructure, streets, and drainage systems. 

 

 This debt is repaid over the term of the bond issued, usually 20 years.  Bond issues are structured so that the expenditures from this fund each year are consistent in order to minimize the fluctuation in the property tax levy and rate that primarily fund the debt.  Repaying debt in this manner allows the City to maintain its future capacity to issue additional debt when needed.
