The City of Dickinson operates under the Mayor-Council form of government. Under this system, the City Council appoints a City Administrator who acts as the chief administrative officer of the city government.
City Administrator Responsibilities
The City Administrator is responsible for the daily administration of the City. This includes preparation and submission of an annual budget in conjunction with the Mayor to be adopted by the City Council and administration of the budget throughout the Fiscal Year. The City Administrator works with the Mayor, City Council, and City Staff to develop and implement policies and regulations.
City Administrator, Chris Heard
Chris has excellent track record of more than 17 years of dedication to government and city management principals with a commitment to the goal of a better community government. He brings considerable experience in planning, construction, and economic development. He has proven qualifications in budgeting, debt, capital projects and human resources management. He uses his interpersonal skills to build partnered relationships with elected and appointed officials, executive management, stakeholders, advisory committees, and community groups to address concerns facing the community. He enjoys creating a culture which is high-performing, customer service driven and focused on organizational outcomes, while maintaining a strong ethical commitment and uncompromising devotion to service. He understands and is commitment to the use of technology to allow better access to information and higher engagement with municipal services for the modern citizen.
He enjoys golfing, fishing and cooking of all kinds. Chris and his family reallocated to Texas in 2017.
