  • Shall be a resident of the City of Dickinson.
  • Shall be at least twenty-one (21) years of age.
  • Shall be a qualified voter.
  • Shall have been a resident citizen of the City for a period of at least twelve (12) months immediately preceding the election. 

Failure of a member of the City Council to maintain the residency requirements shall result in such office being automatically vacated. 


Except where authorized by law or by this charter, no mayor or councilmember shall hold any other city office or city employment during the person's term as mayor or councilmember. No former mayor or councilmember shall hold any compensated appointive office or city employment within five (5) years after the expiration of the person's term as mayor or councilmember.
Except for the purpose of inquiries and investigations authorized by [the] city council, the individual members of the city council shall deal with the administrative service solely through the city manager and neither the council nor any member of the council shall give orders to any subordinates of the city manager either publicly or privately, nor interrupt the normal working schedule of such employees.
Neither the council nor any of its members shall direct the appointment of any person to, or any person's removal from, office by the city manager or by any of the city manager's subordinates; provided, however, that the appointment of city secretary, municipal court clerk and chief of police shall be subject to the approval of the city council.
